Victoria and Albert, but it's not on the dining plan. Of the dining plan venues...not many are romantic, mostly because it is Disney World and families are welcome everywhere. No matter where you go, you may or may not run across crying, running around children. You're best bet is to try a late night ADR at a resort Signature without any view of Wishes. Jiko seemed pretty quiet to me when I've been there.
Most of the signatures that are out of the parks are fairly child free after 8PM. DH and I typically had 8PM reservations at signature restaurants and did not encounter any loud groups, children or adults

I concur, with the exception of California Grill and (possibly) Narcoossee's, both of which have Wishes viewing. I haven't seen as many kids at Narcoossee's after 8:00 pm, but there have been lots (as in maybe 1/3 to 1/2 of the tables at least) at California Grill all the times I've been there.
It is hit-or-miss to some degree. I've been to Citricos (no Wishes viewing) with an 8:00 pm ADR and there were lots of children that night. They were running late, which might have had an effect.
Victoria and alberts. Queen's room. Very intimate. Only 3 or 4 tables. NO children. Long slow relaxed meal. (3 to 4 hours). Expensive? Absolutely. But the cost serves to exclude the typical park crowd.
