ROL dining package?

My ADRs open tomorrow. I'd like to get a ROL dining package for breakfast. First I'm not sure they'll be released yet. Second the Disney app says you have to call to book the package. Is this true? Can it be booked through the app? Will it show up like a normal ADR?

It can be booked online like any normal ADR.

You can book them online, but they don't always open right at 180 days.
