Can you book a stay at the Riviera if you own at other resorts ? Does it matter if you bought through Disney or as a resale ?

If you bought through Disney, yes.
If you bought resale, it depends on when you bought them. If you owned them by around Jan of 2019, yes. If you bought them after that, no.

Corrected I could remember how long this had been going on..... I just remembered January. And it was like if you had submitted for rofr by the date, not closed or even passed rofr.

I didn't remember it, just looked it up. I just knew it wasn't this year !
