Rides with 2 tots, 1 adult

Hi Everyone,
I will be traveling to Orlando with my husband and 2 kids this summer. During the first half of our vacation, he will be working and I will be on my own with the kids, ages 3 and 5. Our hotel offers shuttle service to Universal, so I am thinking of taking them to Islands of Adventure.
My question is, does the park allow 1 adult to board the rides with 2 kids, or does there need to be a Supervising Companion for each child?

I think it would all depend on how many people can fit together.
I believe Cat in the Hat is 3 per bench; you can stand in between the kids on the Caro-Suessal, unless they don't allow standing anymore, but there is a bench on that as well.
I think High in the Sky Trolley is 2 per row. (At least 48" to ride in a row without you)

One Fish, Two Fish allows 3 per row (no height requirement as long as they are with you.)

Storm's ride (like tea cups ride) is OK for 3. Pteradon Flyers (Jurassic Park) is 2 only.

Hogwarts Express (gentle HP themed train) would be fine, but you do need a park-to-park pass for that.

In Studios, there's an animal show, Barney show, Despicable Me, Shrek, and ET...I'm sure there are others, but I'm blanking about how tall/interested a 3 year old would be & I'm not sure which (if any) would allow the 5 year old to sit in another row from you.

One Fish, Two Fish should work.

I'd spend lots of time in the playgrounds and in the Jurassic Park Discovery Centre. Lots of fun stuff there.

All attractions at Universal Orlando require children to be at least 48” tall to ride without a “supervising companion,” a/k/a older family member or guardian. Most moving attractions at Universal Orlando require children to meet additional minimum height requirements.
 

If it were me, I would do the rides all three of you can sit together.
If you wanted to do the Animal Actor show, that is something you could add to your list.
This show is in the studios park, not IOA.
Shrek is another show you all could see together.
There are stationary seats in the front just like DE has set up.

I could not leave a 5 yo stand by themselves while I was on a ride with the little.
I was too neurotic to let one out of my site at that young age.

it might help you plan a full day in the parks.
