Rider Switch: is there a maximum number riders in first group?

We will be using Rider Switch for the first time on our next trip. 6 adults and one toddler. I understand the “up to 3” rule for the second group using Rider Switch. What about the first group? Is it also max of three?

ETA: We would prefer to put 4 in first group, 2 in second group... if that helps clarify.
