I'm not sure if this has already been confirmed, but we just got home and there was discussion about this before we left.
Rider switch does still get 3 people in with the pass. It was printed right on the pass. I can post pictures if need be. You can get them when you go through the FP+ line, and the second group does not need to hold a FP+. Theoretically if the numbers work with your party you can use them to bypass the tiers at Epcot.
We found that unless you made it right at the beginning of your window with TT and Soarin, the second groups FP+ went to waste anyways as those lines take so long to get through. On that note, if possible I highly recommend not using a FP+ for TT at all and riding single rider instead. It took SO long (so did Soarin, but there's no other option there).
