Rider swap - only for little ones?

is the rider swap only for swapping when a little one can't ride?

We will be travelling with my Mother who can't go on a lot of the rides due to medical issues. She usually ends up as a pack mule whilst the three of us ride, or one of us misses out to wait with her.

I was wondering if it would be possible to use rider swap with her. I've read that someone has done it when their bags have been too big to fit in a locker but not sure if it extends to old people!
 
WDW does not do rider swaps for bags, you can bring any bag onto a ride you wish, they don't have lockers for rides (except for Kali and that is to keep your bag from getting wet).

Rider swap is meant for kids too short to ride so that one parent can wait out with that child, and then ride with a minimal wait. Your mom can wait outside alone without needing a guardian, so no ride swap is needed. I'm missing too what good the ride swap would do, it would make it take that much longer to do each ride and move on.
 
Sorry I should have said the bag swap was at Universal using the rider swap option which is why I wondered if it could be done at Disney with non little ones.

Could she queue with us and then not ride when it came to boarding? It's something we've never done so I'm not sure how that works.

Yes. As long as someone is tall enough, their allowed in the line. When you get to the front of the ride just let the CM know she won't be riding and they'll guide her to the exit.

I believe there are rides at Universal where you can't bring bags. That's not the case at Disney.

Is she a coffee drinker, or does she like a snack now and then? When I choose to say off of rides by myself I will grab a coffee, now that they have decent coffee in the parks. Or grab an ice cream or maybe some popcorn. That way I can relax and regroup a bit while the others ride what they want. Just an idea.
