Touring Plans posted this a short time ago...

Passholders will begin receiving RFID passes starting next Wednesday (3/20).

The cards will be green with a stripe - an orange stripe means that the pass has parking privileges, a black stripe means it doesn't (be interesting to see if child APs have a black stripe or not...)

Existing passholders will be able to turn in their existing pass for an RFID-enabled pass at the Odyssey in Epcot through May 19th during park hours. A photo ID will be needed.

I'm guessing after that date the ticket booths will be able to do it.

No signs of MagicBands...but it's one step closer. AP holders won't need to be stuck in the "low tech" lines at rope drop :)

Interesting.

We stopped at Epcot Guest relations last week (3/8 I believe) to get a new sleeve for our PAP's since the sleeves we had only had 2012 perks listed. The CM there told us they didn't make new sleeves for 2013 because of the impending RFID changeover. She did confirm the plan to issue new media for AP holders but didn't have a timetable. She did say that the the MagicBands will be offered as part of the program.

It seems it is standard practice to not tell the front line CMs anything until it's put in front of them, and even then I'm not sure :)

j/k

So what AP besides child's AP wouldn't have parking privileges?

Certain more limited passes still fall under the "annual" banner, like Seasonal, Weekday Select, etc. and they don't all have parking privileges.
