I have had 4 good experiences and 0 bad experiences with Payless in the 1995-2005 time frame (no WDW-MCO rentals at all since).
That said, they are one of a few companies that reserve the right not to rent to you if you decline their collision coverage and don't have proof of collision coverage on your own car back at home.
Also AFAIK they are "local" as opposed to "nationwide" so any grievances that go that far have to be resolved in Orlando.
Watch the pavement as you maneuver through their lots. They have tire rippers blocking the wrong way paths.
They're on the way to Disney, too, which makes up for their being "off-airport". Their shuttle takes you (others can follow) out the north airport exit and left at the first light (Frontage) to their office on the right. In your rental turn right instead of their suggested left out of their lot, under a mile is first light (Conway), take left and immediately left again to get on 528 (Beach Line) west. Watch for toll signs and go down what looks like an exit ramp to pay the toll using cash (about a dollar); after that then get on I-4 west (southwest).
Returning to Payless use I-4 east to 528 east. Again watch for the ramp to the cash toll plaza on 528. Get off 528 at its exit 9 (Tradeport). Left and cross under. *, get into middle lane (facing north), required right onto McCoy, Payless is a little way down on the left. (Others continue on less than a mile to 436 (Semoran) and take a right to enter the airport.)
* Nice cheap gas station here but easy to become disoriented when done and exiting.
