are you only allowed to swim at the resort that you are a guest?

Yup! that is the way it is set up. The pools are built in relation to the number of quests thhat a resort can handle.

Yes. There are two sister resorts which you can pool hop at they are the PO Riverside and the PO French Quarter. If you are a DVC member you may pool hop also. They check your resort card at the BW and SAB and WL. I have been asked to show my resort card at these resorts while I was a guest at them during busy times in the summer.

It depends. We swam all day in SAB at the BC and was never asked to show resort ID. We were staying at the BC so I was certainly willing to show my ID had they asked for it.
