Can I make dinner reservations at a Disney resort without being a guest. If so, is there a time limit on how long we can stay. We would like to go to Polynesian for dinner and take the kids to Contemporary while wife and mother-in-law shop at Floridian.

Yes, you can easily make PS.

If you drive and park at the resort you may get a paper to place on your dashboard limiting you to 3 hours. And again, maybe you will just be waved on through after presenting ID and telling security you have a PS.

Another option, if you want to stay longer than the three hours they allot you, would be to park in Downtown Disney and take the resort bus to the Poly. You would then be free to stay in the monorail resort area as long as you wished. (You could also park in the Ticket and Transportation Ctr and take the monorail, but you'd have to pay for parking--its free in Downtown Disney).

There are parking shortages at the Poly, so I'm pretty sure they are strict about the three hour rule.
