Resort Counter Service beverage policy

I know in the parks you can get a complimentary cup of ice water at the QS locations but can you also get one at the counter service at the resorts? It's been years since we have been to WDW and we are doing a quick trip on a budget.

We did it countless times last week. It was never a problem. We just asked for a cup for ice water and they were more than happy to oblige.
