I'm pretty sure the person checking into the room will have to have an AP. I am not sure if they check at the desk or not, but I know CM discounts they do ask for ID.
As far as I know, someone with an AP just has to be staying in the room. And honestly, I've been an AP holder for years, and ONLY stay at Disney on AP rates, and I think I've been asked for my AP at check in once out of dozens of stays.
