Reservations Required for TOW Lounge?

Is it true you need to make reservations to view Wishes from TOW Lounge? If so, how do you do it?

They don't accept reservations for the TOTWL or Observation Deck. It's first come, first admitted. You have to go to a check-in desk on the 1st floor of BLT where if there is space available, they will escort you to an elevator and using a special key send you up to the 16th floor.
