I was wondering if anyone has ever called for a ressie and been able to get availability at the resort they wanted when it was not available online. Does Disney hold back on releasing availability at their resorts? Are you better off calling?

In general, no. Disney does not hold back availability for those who call. Occasionally you will here something that sounds like that, but it is not the norm

The only availability Disney holds is for convention groups. They will set aside blocks for people traveling for that conference. They do release any remainder rooms to the general public on a certain date specified in their contract with the organizer.

Otherwise, you're just lucking into someone else's cancel, or a room release from refurb/out of service.

I will say, though, that we always call for our reservations simply because there are certain room types (usually club level rooms, but still) that aren't listed on the website and thus can only be booked by phone. It never hurts to call and talk to someone directly, even if it's simply to have the CM suggest other room types or resorts with availability for your dates.

In my experience there's usually no difference between booking online and booking over the phone in terms of availability. However, I usually do prefer booking over the phone because the cast members usually know if you have a PIN code or not, especially if you've waylaid the number. For my Feb. 2016 trip I saved about $200 with a PIN code I'd forgotten about over the available AP discount for POFQ.

Another reason why I enjoy making the reservation over the phone is that (again) in my experience the cast members become quite enthusiastic about prospective plans and will happily compare prices/discounts at different resorts. I can also make payments larger than the required deposit for the room only bookings.
