Booked a DCL cruise with my points but had to change plans and cancelled. Still hoping to book another cruise but if not (or if I end up using fewer points) what else can I do with thepoints which as I understand are now called "reservation points" (not 100% sure thats the correct term)? I don't think I can use them for a DVC resort but can I use them for other WDW resorts? Concierge collection resorts? RCI exchange?

You can not use them for DVC, you are correct about that. But, you can use them for the resort hotels that can be booked.

I don't think you can use them for RCI, as that is a completely different trade system from Adventures by Disney, Disney cash resorts and cruises.

You can use them for any of the concierge collection resorts, but you will have to again pay the $95 fee.

They cannot be used for the World Passport Collection (RCI) since they will actually need to be used to make a DVC reservation for the exchange, but they can be used for any of the other non-DVC options - ABD, Concierge Collection, Disney Collection (including cruise and other non-DVC Disney resorts). There will be a $95 fee for reservations using these points (except some of the DL resorts), but there will be no restriction regarding using them to reserve and stay during the last 4 months of your Use Year since they have already been committed to that use.

Good luck deciding how to best use them! :)
