One of the previous entries said that if you buy thru a resale, the use year can change? How are banked or borrowed points dealt with?

Not correct. If you buy through resale you get whatever use year the seller has and it does not change. Any points that the seller has banked or borrowed will remain in that state after you close.

When you buy a resale, you get the use year that's with that contract. It won't change, even if you already own DVC points.

The reference you saw in previous posts about a different use year was in response to a question about differences between adding on to DVC points by buying a resale, and by buying through Disney.

If you already own DVC points, the add on points bought resale could have a different use year than the points you already own. So, if you own March use year points and buy a resale with June use year points, you'll have two different use years. In contrast, if you bought add on points through Disney, Disney would add the new points to the use year you already have, which in this example would be March.
