Resale and booking Paris

I was so excited when the Paris points chart was released this week, but my excitement turned to disappointment when I tried to book - the Member Services person said I couldn’t since I had a resale contract.
Now, I remember the rules around this changed in about 2018, but back then I remember reading that the rules would only be changing for those who bought resale AFTER the rule change - and this made sense, because, well, one can’t usually change contract terms after purchase.
This point of view seems supported by the fact that we stayed at Tokyo Disney in 2019 with DVC points…
Can someone shed some light on this - is the Member Services person correct? If so, can someone point me to the notification/ info on it? And explain why we could stay in Tokyo in 2019? It makes no sense to me!
 
Both Paris and Tokyo are marked as Disney Collection Exchange on their points charts; "Disney Collection" resorts were blacked out to resale contracts purchased after March 21, 2011. Not sure how you would have been able to book Tokyo using resale points if your contract closed after that date which I'm assuming it did since you're now unable to book Paris. I'd consider it lucky if that did work for you previously.
 
If you bought your resale contract prior to 3/21/2011, MS was incorrect. Call back if that is the case.
 

You're also probably better off renting your points and using cash to book. For DLRP specifically, there may be some clever ways to get discounts that aren't obvious. Check the DIS forum for Paris to see.

There is a Marriott Vacation Club close to DLP that is on the new Interval exchange. It’s not a Disney hotel, but a very nice property. It’s on the site that was set aside for the DLP DVC before they needed money and sold the land off to Marriott. I have seen some availability in the off season and the points value seems quite good. We are keeping an eye on it as a possibility.

I have not seen the point chart, but the resort pops up in the off season in the getaways section. It's very chep, in the order of $400 per week for a 2 bedroom.
