we plan on renting from Budget when we go on our Disney cruise! If I book ahead of time, and the prices go down, can I call them and rebook at the cheaper price or will I be locked into paying what I originally booked?

If you booked online, you can change your existing reservation online if the rates go down. It that doesn't work, book a new ressie, then cancel the old one.
