So the Regal Crowm club has one day/one park universal tickets and I was wondering if they could be upgraded? I know usually comp tickets can't be, so I wasn't sure if they were in that same category

I went to Universal in June '17 with my brother's family. They used Regal Crown Club points for one of their tickets, and I'm pretty sure they were able to upgrade at the ticket window. We definitely all had 2-park tickets, and I think the Regal reward was only a 1-park ticket at the time.

I looked at the Regal Crown Club site today, and the reward is now a 1-day / 2-park ticket for 75,000 RCC points. Certain blackout dates apply.
