Refreshment Port at Epcot? Is this always open?

I don't think I've ever noticed this place! It says I can get poutine as a snack credit.

Is this open seasonally or all the time?

Well what I read from Disney says its open everyday 11 am to 9 pm but also says it's not included on the Disney Dining Plan at all.

If a venue only accepts snack credits it will be listed as "not included on the DDP" because the DDP only lists places that accept Quick Service or Table Service credits.

Yes, allears is a good site for menus with the purple DDP logo next to items that can be purchased with snack credits.
