Refillable popcorn buckets?

I thought you could buy refillable popcorn buckets at Disneyland (not World). Am I incorrect? Is this only an option for magic key holders? Latest info I can find on other sites is dated for January and says only magic key holders can get the refillable option.

These are intermittent at Disneyland and, so far, have only been for Magic Key holders. Like, it comes out and they can use it during a one-month period of time.
