Yes. You can buy and refill them at Beaches & Cream and Hurricane Hannah's. We did not get refillable mugs when we stayed at the YC because going to Beaches & Cream and waiting in line for a refill was not worth it for us. Also Hurricane Hannah's only has limited operating hours.
