refillable mugs

Hi sorry if this is the wrong place, can anyone explain how the refillable mugs work. I understand that you can buy them at your resort say OKW and then what? are the refills free or a cheaper price and where can you get them from ie parks or resort only ?

for use at your resort only and refills are free for the lenght of your stary . there are no refillable mugs for the parks
