Refillable mug - not in meal deal

Is there the option of purchasing a refillable mug if you DON"T buy the meal deal ticket? If so, how much is the mug and how much are the refills?

They adjust the price up and down all the time seasonally by... ten cents, a dollar, it varies. But its always around 8-9 for the cup, and 64-84 cent refills.
