Refillable icee cups?

Can you refill your icee cup from goofy's candy store at downtown disney, anywhere else on disney property?

No, you cannot. You can refill it there for $3 I believe.

Icee's will soon be non-refillable. Disney believes there is a sanitary issue with refills in these cups...not sure how they are any different from the resort mugs, but I heard from a CM who works in product planning that this change is coming soon.
