Can GAD vouchers be redeemed for one day tickets at one of disney's waterparks instead of one of the main parks?

There is no access at the water parks to the system for GAD. And ev en having a paper voucher would not work as it cannot be verified. And Disney's FAQs specifically state that it is not valid for water park tickets.
