Re-using points with expiration date

Ok, I have a question for a friend of mine who is a DVC member. He just had to cancel his cruise for October and now has 465 points that need to be used by the end of May 2006. He is under the assumption that these points cannot be used for any DVC resorts (BWV, BCV VWL, etc), but that they can be used for other Disney resorts (Concierge collection, adventurer collection, etc).
Can these points be used for DVC home resorts? Do they need to be transferred to another member or can they also be rented out to a non member? I told him I thought he should be able to use them for his home resort, but he said that MS told him that they cannot be used for his home resort.

Per the DVC guidelines points can't be used for DVC Resorts:

Disney Cruise Line®
Cancelling a reservation 60 or more days before the sailing date:

All Reservation Points will be restored to your account.*

Cancelling a reservation 59-30 days before the sailing date:
There is a penalty of 32 Reservation Points per person. All remaining Reservation Points will be restored to your account.*

Cancelling a reservation 29-8 days before the sailing date:
There is a penalty of 50% of the Reservation Points used per person. All remaining Reservation Points will be restored to your account.*

Cancelling a reservation 7 or less days before the sailing date:
All Reservation Points will be forfeited.

Note:
A change to a reservation is considered a cancellation and rebooking. Any change to a Disney Cruise Line® reservation requires an additional non-refundable $75 transaction fee.
A cash reservation cancellation will incur a cash penalty. Contact Member Services for more information.

*Restored Reservation Points may not be used for Disney Vacation Club Resorts or Interval International® exchanges and will expire at the end of the Use Year.

Those points have already been used for a DVC home resort. They cannot be used a second time.

Here's what happens when a DVC member books a DCL cruise, Disney Collection, Concierge Collection, or Adventurer Collection: DVC Member Services "sells" the corresponding number of points to CRO so that CRO can use the inventory for cash reservations. That's how DCL cruises and non-DVC resort stays are paid for. So, a cash customer is occupying the DVC member's inventory. It's no longer available to the DVC member.

That's why DVC has "reservation points" in addition to DVC points. Reservation points are points that have been sold to CRO, but that can still be used for a DCL cruise, Disney Collection, Concierge Collection, or Adventurer Collection.

By the way, the World Passport Collection works differently. A World Passport Collection "II" exchange requires actual DVC inventory to be turned over to II. So Reservation points also cannot be used for the World Passport Collection.
