? RE: MSEP fastpass - not offered for my March trip

I booked FP already for trip in March. I do not have the option to book MSEP FP which I REALLY want. It's just not there. Is that because it's all booked or might it just "appear" at any time? I feel like I have read other people's experiences with this, but can't quite remember what the deal was....
