Rare characters?

Wan't sure where to post this. We've recently found someone on Twitter that appears to have taken tons of rare character pictures at Disney World. @DisneyMoi anyone know about this person or how they got these pictures? If you have enough money can you get any character you want to appear? lol

Different companies and people pay for events which can include some very rare characters. There were two such events that happened within the last 10 days. DisneyMoi attended one, check out #IPW for the other.

Fun stuff to check out, but not open to the general Guest population.
