Here's what I can tell you. I've copied in someone else's stuff (with apologies) to add what I can.

Tinkerbell -- NEVER seen her (except when she flies during wishes)
Little John MK Town Square, also AK, out front.
Mary Poppins -- Grand Floridian
Characters from Fox and Hound -- NOPE
Characters from Great Mouse Detective -- NOPE
Pocahantas Pocahontas at AK Rafiki's Planet Watch Poc., Meeko, occasionally Gov. Ratcliffe at MK Liberty Glade, Also saw Ratcliffe on Mainstreet in MK. Meeko I've found out front at AK.
HunchBack of Notre Dame -- NOPE
The two Mice from the Resuers movies - NOPE
Kanga and Roo Very Rare, but there reports of Kanga at Toontown in Jan. -- NOPE, but saw Rabbit at Toontown
Bear from Bear in the big blue house -- Only at Playhouse Disney and he doesn't do autographs.
March Hare -- NOPE
Lilo and Stitch -- MGM
Timon & Pumba -- Timon at Animal Kingdom, never Pumba.
Dumbo Was out during the ride rehab, hasn't been seen since -- NOPE
Timothy the mouse -- Nope
Cogsworth and Lumiere -- Nope
Incredibles Mr & Mrs Incredible are back at MGM after being at MK for awhile, Frozone makes rare appearances -- Look at the Magic of Disney Animation. We got Frozone, Mr. and Mrs. there one day.
Bugs life characters Atta also can be found at AK sometimes Francis, Tuck & Roll, Flik & Atta have been seen at Epcots Bug weekend -- Usually find some of them at "It's Tough to be a Bug Exit...headed toward Africa...check the side areas.

Kenai and Koda can sometimes be found at animal kingdom.

there is a March Hare but the costum has been in the redesigning process for years.

there is a Cogsworth and Lumiere but you only see them in the show at Disney MGM.

The general rule when it comes to characters is if the character is an animal, and not a animal with human traits , it is not going to be a character. there are few exceptions such as Pluto.

We've seen Flick at AK down one of the little paths..got our pic with him too!

We saw the Incredibles at the Xmas party in Tomorrowland.

When we were there in Jan 2006 we saw Shang and Mulan. It was great but my DS4 had his Shang costume back at the room. When we went back a few days later Mulan said it was a rare treat that we saw Shang and she wasn't sure when he would return. My DS4 did get to pose with Mulan with his Shang costume on. it was great. She did spend a lot of time talking to him. I think he was in love.
My children get so mad at me because most if the time I want to meet the chatacters. I ws very disappointed about EPCOT. I miss the bus with all the characters and MGM by the hat. It was the same old same old. In Jan 2004 we saw many more there. Meg and Hercules, Penguins, Genie, Aladdin, and Jasmine were all there together. Don't get me wrong we did see alot of characters this year they just weren't as easy to find.
We will be going in Dec so I hope to see many more at the Very Merry Christmas Party.

I hope to attend MNSSHP and MVMCP this year so I can try to find the super-rare characters and the villians (I have found the Princes so I'm good there).

I want to attend Mickey's Not-So-Scary Halloween party, as there were some GREAT characters out and about! But I have no desire to return to Mickey's Very-Merry Christmas party. I didn't find a single character there that I already didn't have, though some good ones were out (Bullseye, Abu, Scrooge, Bert), but mainly just some dressed differently in holiday costumes. MNSSHP is far superior in terms of characters!!!
