Rare Character Sighting

when I went to DCA today, it was very odd because Donald had a weird costume that I had never seen, Eeyore was out meeting, and Rabbit was out meeting. Any ideas on why?
 
Was Donald wearing his blue sweater with the D and Whoopee cap? (Google it - looks like Jughead from the Archie comics) If yes, that was his original costume, before he had been sent to Cove Bar wearing the sailor suit. I was wondering when he'd show up again after they moved him, and what he'd be wearing.

As for Eeyore and Rabbit being in DCA, that makes no sense. I'm baffled. I could understand it if it was for a private event, but then why would they be visible to everyone else?

I don't really know why Rabbit would be out at DCA, but they used to have the bunnies appear at the Springtime Round-UP at the Big Thunder Carnival area. That area is now closed, but perhaps they're still thinking of doing some kind of Springtime Round-Up (maybe in Critter Country like they moved Santa to that area), so they're doing character training at random locations in the parks.
 

I just looked at the Disneyland App and Rabbit is listed under the Characters and his location is "Pooh's Thotful Spot" so perhaps the DCA sighting was character training (because he's been added to the rotation in Critter Country so it would make sense that he needs several friends).
