I think it more than likely is open during the morning EMH...I have heard of people seeing the Frozen sisters during that time, which is on the other side of Princess Fairy Tale Hall (Although don't quote me on this bc I have just heard from some people, lol). I do however know they don't meet during those special morning magic hours thing where only like 3 rides are open for it.
