Steelbeak from Darkwing Duck.

Steelbeak - F.O.W.L.'s chief agent. He always wear a white Tuxedo and literally has a beak of steel. Whenever he comes up against Darkwing Duck, his plans always backfire into disaster like Wile E. Coyote. (Once when he wondered if he should disobey F.O.W.L. his reflection in a mirror reminds him that his predecessor who tried the same thing was put through six trash compactors).

Possibly. I had a thought. Isn't Steamboat Willie the name of the boat in the cartoon of the same name? It's also the boat used in Fantasmic.

It's some sort of code. Each time a major level is completed (the entry nodes) then a piece of the puzzle is released. It's mini sentences that should become a complete thing when all the entry nodes are defeated.
