Can Canadians not use Raise.com? I keep getting an error that says I can't sign up right now..

Most resellers are only licenced in the US. I have heard some have had luck buying from Gift Card Zen I live in Honduras but my bank and mailing address are still in the US so Giftcardbin is letting my buy from them but I had to pass a security test.
