I have not heard of any way to do this.

The dining plan is part of a package and can be added no later than 3 days prior to arrival day for a CRO (regular resort) reservation or 2 days prior for a DVC points reservation.

What about upgrading from free summer offer with 1 meal to regular quick service? Can that be done at check in?

All changes need to be done before check in

Changes/adding/cancelling the dining plan can be made up to three days before arrival date for a CRO reservation or two days before a DVC points reservation. Nothing can be done to the dining plan at check in.
