Quick question about smilies in posts

Beneath the smilies pictured to the right of the box you type your post in, there's a seperate list entitled "My pictures" with a button to click that says "open." How do you put pictures in it and what kinds of pictures? Whenever I click on it, it just tells me that the folder is empty.
