I'm not sure what the policies are besides the obvious smoking/ non-smoking room. I got a BWI room once where there was a full ashtray on the balcony (housekeeping had missed it) so I am thinking it's okay to smoke on the balcony in a non-smoking room. What about common areas? And what about cleaning up butts, etc? I don't mind smoking but am very allergic and when I am in the jacuzzi and someone lights up next to me it's hard to take.

The policies at WDW are... NON smoking rooms at the hotels are completely non smoking, that includes the balconies (as the entire floor is non smoking). They do not mix smoking and non smoking in the same area that way the smell does not carry into the hallways. 
He was SO nice and apologetic...even bought us all dessert!
