Questions about UY points expiring and 4 month rule?

I am evidently confused as to how the UY 4 month rule actually works.
I was looking on the rent board and noticed Oct UY points being advertised that needed to be used by Sep 30, 2014. Now there is only 18 days left. How can a reservation be made and fulfilled in that time frame? Or does it mean that only the reservation needs to be made by the end of the month, meaning a resort can be booked according to the 7/11 month rule?

So If I banked 2012 UY points into 2013, does that mean I must complete any vacations using those points by the beginning of UY 2014, or simply that I must make reservations for those points before the beginning of UY 2014?

And If I didn’t bank Oct 2013 points before the June cut-off date, when is the last date I can make reservations for them and when is the last date a vacation can be completed using them?

DVC points may not be used to make and use a non-DVC reservation (except for the World Passport Collection) during the last 4 months of your Use Year. You may reserve a stay during the last 4 months as long as it is made prior to the last 4 months of the Use Year.

Stays at DVC resorts may be made right up until the last day of your Use Year regardless when you make the reservation. Depending on availability, points expiring 9/30/2014 can still be used to make a reservation at any of the DVC resorts - but not for the non-DVC options. If you have an October Use Year, you could contact MS on September 30 and make a reservation for that day (checking out on October 1) as long as it is for a DVC Resort. You could not make a reservation using points from the September 2013 Use Year that lasted into October unless using banked points from the 2013 Use Year (current or banked), points from the new (current/banked) Use Year and/or points borrowed from the following Use Year.

The purpose of this policy is so that MS has opportunity to rent those non-DVC points prior to those last 4 months (before they expire). This would include The Disney Collection, Concierge Collection and Adventurer's Collection since the points need to be rented in order to "pay" for these non-DVC options. Points may still be placed in the World Passport Collection since that just opens up a reservation at a DVC resort for use by a member of RCI.

Obviously, if your membership is a resale purchase after March, 2011 - this will not come into play since your points cannot used for these options anyway.
 
It is possible someone is looking to make a VERY last minute vacation and could use those points through the end of this month. I'm assuming they were at a great price?

The only problem is finding availability during the last four months of the year, especially when you are looking at F&W time. This year F&W starts sooner in Sept, rather than later like last year.
