Can you eat at any of the qs places in the resorts even if you aren't staying there? I probably won't do this but just thought I would ask.
 
You can eat anywhere you want. I love to resort hop and eat at the various TS and QS restaurants.

Yes you can and yes you should! I love going to a different resort for a CS (QS) meal. It makes a nice break from the park when you don't really need to go take a nap, or if the weather isn't right for swimming. The food selections are much broader than the CS offerings in most of the parks. While you are there, explore the resort a little. Just stroll around. Check out the pool, the lobby, the ambience.

Go to Contempo Cafe at CR; I feel the food choices are a bit more sophisticated plus you get to eat with the monorail running by overhead. Go to Capt. Cooks at the Poly; some great Hawaian themed food choices plus you can get a Dole Whip as one of the dessert options - only place in WDW except at Aloha Isle in MK that you can find it. Go to Pepper Market in CSR; it's a hyrbid between a CS and a TS - wait staff seats you and brings your drinks but you up to a food-court-type area to select your food and it is all cooked fresh to order for you. Go to Pop Century; the tie-died cheesecake is a lot of fun and you can check out all the memoribelia in the lobby.

You won't find much in the way of quick service at the Epcot resorts. Beach Club has the Marketplace, which is a little add-on to the gift shop. It's nowhere near the variety at the food courts at the Value and Moderate resorts.

And as someone said, you're allowed to explore and eat at any resort.
 

Yes, we love doing this! Capt Cook's at the Poly is one of my favorite resort QS locations. I really like the noodle bowl there.
 
Definitely try the resorts restaurants!!! I've found they tend to be a bit quieter and food seems to be a bit better - maybe because alot of people eat at the park they are at for the day and don't think about going to the other resort restaurants. Eating at resort restaurants give you new experiences - a must do!
 
Yes indeedy!!! We resort hop all the time and eat at all different places, QS and TS. Some of our fav QS spots at the resorts are Captain Cook's (Poly), Contempo Cafe (CR) and Roaring Forks (WL).
 
As others have said, yes, you can.....we do it all the time :). Captain Cooks at Poly is our favorite, but we do eat at some of the others ;).
