question regarding one time use ice packs

Are the one time use Ice packs allowed in carry ons?

I'm wondering because my brother is graduating next week and my parents are flying from california to NC and because I cannot go I wanted to send some homemade candy that he likes with them BUT, we are afraid of it melting on the plane. We were thinking about using those ice packs to keep it cold but we cannot find the answer as to whether or not they are allowed. Has anyone used them before?

Does anyone have any other possible suggestions as to how to keep choc. form melting during 9 hours of travel (2 flights plus 1 layover)?

I am hoping to send homemade choc covered pretzels, truffles and choc. covered caramels.
 
I'm not sure about the ice packs - perhaps someone else will know but if you use frozen bags of peas instead (or other similar veggies) you won't have a problem.
 
I don't believe any ice packs are allowed. I would suggest the frozen veggie route as well. It really works quite well...corn or peas seem to work best.
 
You can pack icepacks in your checked baggage but they are not allowed in carry-on bags (with a possible exception being if you have a baby or breastmilk).

I'd probably put the goodies in my checked bag - either frozen or with a gel type ice pack - and wrapped up well (or in a insulated bag).
 

I took reuseable gel packs for DD last trip with a Dr's note. I was told all I had to do was declare it at security. Going down was a hassle. They insisted on testing the bag and the packs and really questioned why she needed them. Coming home, they didn't bother.

We use the instant gel packs for DD when she dances. They don't last that long, IMHO, so in the end, I don't know if they are the best plan for your needs. I'd go with freezing the goodies, then use frozen peas. Store brand are cheap and will be easier in the long run.
