Question on rider swap

I feel I've read up quite a bit on rider swap. We are grandparents bringing our 1 year old to WDW for the first time. We are taking her parents along too, lol! Our kids were 4 and 5 yo when we first took them to WDW so I never had to worry about height requirements so this is all new to me.

My question! We have a 2 person FP+ for Alien Swirling Saucers and planned to do rider switch for that ride. I think it's actually a ride she would like (she'll be 15 mo old when we go in December). Right now she is 30.5" tall and I just assumed she'd be too short to ride (requirement is 32"). IF she can ride, would we be able to do rider switch (even though she would actually ride)....just typing that sounds pretty dumb because obviously we wouldn't be doing a rider switch since she's actually riding. I guess my question is would the 2 adults who don't have a FP+ be able to ride without having to wait in the stand by line? Dh and I have ridden it a couple times so it isn't necessary that we do ride and I'm guessing we won't if the rider switch thing doesn't work out. We like it enough but not enough to wait 60 minutes for it ;)

I hope this doesn't sound like a terribly dumb question because reading it back it sure does sound that way to me!
 
To enter the fast pass line, each person must have a fast pass. You will not be able to use rider swap, if child is riding. In addition, Disney has fixed a "loophole" and even with rider switch, you now will need a fast pass also.

No doubt people took advantage of this rider swap / FP feature, but the new rule (that is arbitrarily enforced) penalizes families who truly need rider swap.

We have two parents and two kids (one of which won’t be able to ride anything over 42). If I’m required to get a FP for me, my wife and taller kid for say FOP, what ride does my younger son get to go on during that time?
He's basically forced to wait while the whole family goes on a ride (and his big brother goes twice). Yes, he can be taken to a play ground or to get a snack, but ride options (especially on crowded days) are out, unless we want to take him into a standby line (which will most likely throw off the rider swap timeframe).

I guess people always find a way to ruin things, but this change really does hurt our planning.

Rider swap is a total time killer, even when done the old way. This new way is much more penalizing.
