Question on leaving the ship with alcohol

I tried posting this a few times earlier but I dont think it went through. Sorry if its a dulicate or triplicate.

If you get the REAS package and dont drink the champange on board, does that count toward your bottle limit when disembarking?

technically, it would, since a) you did not get it in the US and (b) you are bringinging into the US.

Uh-oh, LOL!

Although, technically we did get it in the US, in California when we boarded the ship it was in our room and it was paid for in advance, not duty free. At least I dont think it would be duty free since it was paid for with the package with the cost of the cruise. Would that matter?
