QUESTION: For the boat length of stay plan...

For the 199$ length of stay plan, do you need to be staying at the particular resort you sign up for it at? There seems to be conflicting reports on this board. For sure, it's clear that you are restricted to the marina of whichever one you sign up at, but if I were staying at an All star, could I sign up for the plan at the contemporary's marina?

Also, how do they base your family? I'm going in December with 2 friends, all in one room at a disney resort...can they count as my family? Or how is this decided...

I would call directly to one of the marinas, you can call the front desk of the hotel you want to rent from and ask them to transfer you to the marina. They may have some information for you. I know FW has a marina. As does the other resorts around the lake.
