In the last month I have flown them 4 times...4 different flights and there were no tv's in the seats. I am sure the longer flights will utilize the planes already converted and the rest will happen eventually. Westjet advertises the seat back tv all the time and there are still many of there planes with no tv's yet.
Air Canada does not have any aircraft with seatback TV, per se (ie no live TV). However, some aircraft (very few) have personal video screens (giving the passenger the option of choosing their movies, etc).
We flew Air Canada from New York City to Toronto and they had seat-back tvs. They were taped shows. It was ok, I managed to watch an episode of House that I hadn't seen yet.

Yes. There were episodes of some of the more popular shows on the menu and different movies to pick from (House, CSI, etc). One of the Movies was the Wallace and Grommit WereRabbit one. There were some sitcoms, newscasts, etc. I can't really remember too much more.

We had that on our flight last monday from Montreal to Orlando. The screens were very tempermental and mine stopped working halfway though the flight. There was a pretty good choice of movies though
