If the timing of my touring plan is correct, we should be somewhere around Morocco, Japan, and United States at lunchtime. We will be looking for counter service, and I am thinking some in the group would want Middle Eastern food, some Japanese, and others burgers and fries at US.

Is there a way that we can still all sit together? Are we allowed to bring food from Tangierine Café and Yakitori House and eat it at the dining area of Liberty Inn (or vice versa)? Or would there happen to be a common public eating area nearby?

Yes you can do that!!. There is no devoted "common eating area" as such, but especially in the US there is plentiful outdoor tables you could meet at and be comfortable eating food from different countries together.
Have Fun

We do this at Epcot since DH and I love Tangierine Café and DS does not. I grab our lunch at Tangierine Café while DH and DS head to Liberty Inn for his lunch. By the time I get there they've paid and are just looking for a table. :)
