Question about the "guest assistance" cards...

Does Universal have them? My son is disabled and we always get one at WDW, but never having been to Universal, we had no idea what to expect.

Anyone know?

Yes, they are available at Guest Services at the front of the park. It allows you to get a return time as determined by the Team Member at the entrance to the attraction. If the wait time is 30 minutes or less, it works as an Express Pass. If it is over 45 minutes, they will give you a return time that is 15 minutes less than the posted wait. One card is valid for up to 6 people.
 
29 or under equals express. 30 or more equals return time. But they subtract 15 minutes from the wait time in order to determine your return time.
