In a way, yes.
In a visit to the grab-and-go area in a resort food court, you could use a CS credit to get a wrapped sandwich or breakfast pastry; some assortment of chips, fruit or cookies (if lunch/dinner); and a bottled beverage (two if breakfast) - what amounts to a collection of 'snacks' but for which you would be charged a single CS credit. If you had a couple of CS credits left and spent them this way, you would amass quite a pile of 'snacks' (or a great airport picnic).
There is no way to 'convert' your leftover CS credits to more actual snack credits to use, for example, to purchase single snack items in the parks (like dole whips or school breads, for example).
