Why is it that the POTC ride is in the New Orleans section of the park and not, maybe Adventureland because it is in the Caribbean? not New Orleans, right?

The answer is WDW doesn't have a New Orleans Square to put POTC in.

Also historically New Orleans was the biggest port near the Carribean if that helps.

Well, historically Jean Lafitte (pirate) used New Orleans to smuggle a LOT of stuff. NO was the wealthiest, most decadent city in the US for a time.

Here is an interesting link on his history with NO:

If you tour NO they will point out "Pirates Alley" where they would bring the loot into town at night and also show you the building/pub where most of the goods were taken for storage until they were moved to the buyers. One of the streets is named Lafitte after the pirate. It's very well known there. And, it's in the French Quarter of New Orleans, which was the original city before it grew. New Orleans is a pretty cool place to visit.

And, of course, there were pirates that used the Caribbean as their hiding place until other countries put an end to them:

"The era of piracy in the Caribbean began in the 16th century and died out in the 1830s after the navies of the nations of Western Europe and North America with colonies in the Caribbean began combating pirates. The period during which pirates were most successful was from the 1690s until the 1720s. Piracy flourished in the Caribbean because of the existence of relatively lawless British seaports such as Port Royal in Jamaica and the French settlement at Tortuga."

So the ride actually fits historically into either land at the disney parks.
