Question about picture frames

My Boss asked me to frame a piece of paper with backing or a frame w/ backing? What does backing mean?
 
Do you think he meant matting?

My degrees were matted and framed at a frame shop, and they have a brown paper backing on the back side of the frame. I think it protects the documents from dust.

I wonder if you call a frame shop if they would know what he means?

I would think it means matt board, which you can get at a photo store..

you can get solid matt board or matt board that has a cut out
 
If I get a cut out...is it supposed to go in front or in back of the paper? How much does it cost?

when framing a picture with matt board with a cutout, you usually put a solid piece behind the picture then the cut out piece in front...

the price depends on the size you need
